Australia news live: Coalition infrastructure projects face axe; Rajwinder Singh flying back to Australia

Minister Catherine King to say ‘undeliverable’ schemes will be scrapped; report shows more people leaving cities and moving between regions

Thirteen regional local government areas around the country recorded a jump in net internal migration levels of more than 100 percent through 2022 – with regional Queensland and Victoria taking the largest share of movers, according to the December quarter regional movers index by the Commonwealth Bank and Regional Australia Institute.

This included the top five highest growth regional areas of Port Pirie (South Australia), Gladstone (Queensland), Murray Bridge (South Australia), Glen Innes (New South Wales), York (Western Australia) which all recorded a jump of more than 200% in 2022.

Without getting too political – we have to work out which projects are actually deliverable, and which were just political window dressing. These are not easy decisions to take, but I would rather be honest with people now than do what the previous government did – building hope that a undeliverable project would one day be built

The simple fact is that the past decade, where we have had the Liberal and National parties treat the infrastructure investment pipeline as their election fund, has been one of significant lost opportunity. They chose to spend money on commuter car parks, urban congestion projects and roads of strategic importance that miraculously seemed to largely only be needed in Liberal and National Party held seats.

That is why I am so determined that commonwealth investment is targeted – that we invest in the projects that deliver productivity growth, connect communities and deliver both economic and social returns.

Mysterious whale feeding behaviour only documented by scientists in the 2010s has been described in ancient texts about sea creatures as early as two millennia ago, new research suggests.

In 2011, Bryde’s whales in the Gulf of Thailand were first observed at the surface of the water with their jaws open at right angles, waiting for fish to swim into their mouths. Scientists termed the unusual technique, then unknown to modern science, as “tread-water feeding”. Around the same time, similar behaviour was spotted in humpback whales off Canada’s Vancouver Island, which researchers called “trap-feeding”.

The 1950s were much cooler than you think. That was the message as Paris fashion week opened with a Dior show that upturned that decade’s retrograde image. Instead of pastel sweaters and milkshakes, this was the aesthetic of Juliette Gréco and the cafe society of Paris’s Rive Gauche (left bank) – strong black coffee, and little black dresses to match.

The designer, Maria Grazia Chiuri, set out to reclaim the 1950s for France, because they have been monopolised in popular memory by the US, she said backstage at the show. “I realised that like many foreigners, so much of my image of France was formed by Paris as it is seen through an American lens,” she said, referencing the romantic images of the photographer Richard Avedon, as well as Hollywood films.

And we will articulate the cost.

And while Australia will always do what we must to get the hard power equation right so that we have the capabilities which keep our people safe, I also want everyone to understand that our government knows the frontline of Australia’s engagement with the world is diplomacy. And this will be our abiding focus. For it is through diplomacy that we can create pathways for peace.

Labor is working to get its national reconstruction fund through the parliament. The Coalition is against it so the Greens and senators like David Pocock and Jacqui Lambie and Lidia Thorpe are in the negotiating seat.

The Coalition being against the fund has been a stick in Labor’s craw for some time and is now dominating its parliamentary questions to its ministers.

The opposition is basically defining itself as a party which is opposed to everything. The national reconstruction fund, about kick starting manufacturing in this country and having more things made in Australia, seems to be a no brainer to me, who could be against that? Peter Dutton.

Housing fund is about ensuring we build more houses in the middle of a housing crisis. And provide more social and affordable housing for people struggling.

We know there’s around 800,000 mortgage holders who haven’t yet felt the full brunt of the interest rate increases that are already in the system. They don’t start to cycle off until midyear.

Which is why we think there’s already a fair bit of pressure in the system. And we’re hoping that we don’t see further interest rate increases and we’re from our part saying that budget restraint will be delivered, budget repair also delivered, doing our bit to firm up the supply chains that are also adding inflationary pressures to the Australian economy.

A global messaging company has become the first telco to be investigated by the Australian Communications and Media Authority for breaching Australia’s new anti-spoofing rules.

While we did not find evidence any scammers had used the vulnerability created by Modica, its failure to have adequate processes in place put people at risk of receiving SMS scams.

It is vitally important that all Australian telcos have processes in place to ensure their customers sending this type of SMS are who they say they are.

Fraudsters cause financial and immeasurable emotional and mental stress by impersonating legitimate organisations every day, and we thank the ACMA for its important work to help protect Australians.

One more scam is one too many, and cases like this prove the action we are taking to fight non-compliance by telcos is effective, as well as serving as a warning to other companies.

Australian researchers have found a protein in the lungs that sticks to the Covid-19 virus like velcro and immobilises it, which may explain why some people never become sick with the virus while others suffer serious illness.

The research was led by Greg Neely, a professor of functional genomics with the University of Sydney’s Charles Perkins Centre in collaboration with Dr Lipin Loo, a postdoctoral researcher and Matthew Waller, a PhD student. Their findings were published in the journal PLOS Biology on Friday.
