Germany agrees 15-year liquid gas supply deal with Qatar

Racing to wean itself off Russian gas supplies, Germany is set to buy 2m tonnes of liquid gas from Gulf state

German firms have signed a 15-year deal to buy 2m tonnes of liquid gas from Qatar, sending out mixed signals over the priority Germany places on human rights in the Gulf and its commitment to a carbon neutral energy supply.

The deal was announced by state-owned Qatar Energy and deliveries will start from 2026. The gas will be sold by Qatar to the US company ConocoPhillips, which will then deliver it to the LNG terminal in Brunsbüttel, Qatar’s energy minister said in the capital, Doha.

Australian politics live: reef placed on world heritage in danger list, Scott Morrison ‘addicted’ to power, book claims

UN-backed report urges action to conserve natural wonder; ally of former PM lifts lid on Coalition concerns about his conduct. Follow the day’s news live

Good morning and welcome to our politics live blog. The final parliamentary sitting week of the year is building up to an interesting conclusion and my colleague Amy Remeikis will be along soon to take you through the action.

But first we should have a look at some of the stories that have made news overnight.

After much delay, a UN-backed report placed the Great Barrier Reef on the world heritage in danger list and said climate change was presenting a “serious challenge” to the values that saw the reef inscribed as a global wonder in 1981. It came with 10 recommendations that could “drastically improve” its outlook, including urging the Australian government to make “clear commitments to reduce greenhouse emissions”.

Our top politics story is that a Guardian Essential poll shows Anthony Albanese is in a strong position going into the summer break. The poll puts Labor ahead of the Coalition on the two-party -preferred “plus” measure 51.4% to 43.1%, while voter disapproval of Peter Dutton remains 10 points higher than for the prime minister.

It comes as Scott Morrison faces a rare censure motion this week from the House of Representatives over his takeover of five government ministries during the pandemic. Meanwhile, Nine newspapers are continuing their serialisation of a book lifting the lid on Coalition squabbling over the secret ministries scandal, with the revelation that a close ally thought the former PM became “addicted” to power.

The US government must drop its prosecution of the WikiLeaks co-founder Julian Assange because it is undermining press freedom, according to the media organisations that helped him publish leaked diplomatic cables 12 years ago today. Now the Guardian, the New York Times, Le Monde, Der Spiegel and El País have come together to oppose plans to charge Assange under a law designed to prosecute first world war spies. “Publishing is not a crime,” they say, stressing that the prosecution is a direct attack on media freedom.

Until a fuel efficiency standard is introduced, supply will be prioritised to Europe, the US and the UK

Fears for all Ukraine’s nuclear plants after emergency shutdowns

Russian attacks cut off essential power to the stations last week, forcing all four of them into high-risk mitigation procedures

There are growing fears that Russia’s relentless targeting of Ukraine’s electricity grid will threaten the safety of the country’s nuclear power plants, in the wake of an unprecedented emergency shutdown on Wednesday.

Petro Kotin, the president of Ukraine’s nuclear power company, Energoatom, said that all safety mechanisms had worked as intended on Wednesday, but two generators were damaged in the process, delaying the restart of two reactors. Kotin said repeated shutdowns caused by more Russian missile attacks could cause extensive damage, with a potentially severe impact on Ukraine’s power supply and possibly on nuclear safety.

France has moved a step closer to becoming the first country in the world to enshrine abortion as a constitutional right, after lawmakers approved a resolution in the lower house to guarantee access to “the right to voluntarily end a pregnancy”.

In a rare cross-party move, members of parliament from the left’s La France Insoumise party and Emmanuel Macron’s centrist coalition agreed on the wording of a new clause which could be added to the constitution. It read: “The law guarantees the effectiveness and equal access to the right to voluntarily end a pregnancy.”

Cop27: divisions and splits threaten deal to tackle climate crisis

Poorer countries denounce wealthier nations for delay and refusal over ‘loss and damage’ payments

Deep divisions threatened to derail the world’s chances of limiting the climate crisis last night as negotiators struggled to keep nations working together to tackle global heating.

In a day of high drama at the Cop27 UN climate summit in Sharm el-Sheikh, Egypt, bitter conflict broke out between wealthy and poorer nations. Some of the world’s poorest countries denounced the rich for delaying action and refusing financial assistance to those suffering devastating extreme weather.

What happened at Cop27 on day 11?

EU agrees to loss and damage fund to help poor countries and activists interrupting proceedings lose their passes

The biggest news of the day broke on Friday morning, with the announcement that the EU would agree to a loss and damage fund to help poor countries with climate disasters.

The climate summit will run until Saturday, according to Agence France-Presse. This is not really a surprise to anyone.

Youth activists staged a Friday climate strike to mark the last formal day of negotiations. Meanwhile during the talks, Nakeeyat Dramani, a 10-year-old Ghanaian climate activist, asked delegates to “have a heart”.

Elsewhere the activists who interrupted the US president, Joe Biden, lost their summit passes, as did the Ukrainian protester who spoke out at a Russian press conference.

A surprisingly large number of gas deals were struck at the summit, with more than a dozen set up.

And Desmog crunched the numbers and found that representatives from big agriculture more than doubled at Cop27.

Italy’s Catholic church has identified 68 alleged abusers in an investigation into the sexual abuse of children and vulnerable individuals spanning a period of just two years – a timeframe criticised by victims’ advocates as a “joke”.

The figure is astonishingly high given the inquiry only targeted the 2020-2021 period and only referred to data provided by so-called “listening centres” that were established by dioceses across Italy in 2019 specifically to receive complaints of abuse.

If confirmed the incident would be first time Nato territory has been struck during war with Ukraine

Stray Russian missiles were feared to have crossed into Poland on Tuesday, in what would be the first time Nato territory has been struck during the Ukraine war, as the Kremlin unleashed an intense attack on Ukraine that left 7m homes without power.

Two people were killed in an explosion in an eastern Polish village, prompting the government in Warsaw to hold an emergency meeting – while the 100-missile attack on Ukraine was so serious that power supplies in a third country, Moldova, were also cut.

What is the sound of Facebook’s value crashing? Noisycharts turns news into noise

Rising carbon dioxide and the slump in the pound have been frequently graphed. Now we’ve turned the data and graphs into audio

Australian business hails Albanese’s meeting with Xi as ‘tremendous reset’

Business Council of Australia chief Jennifer Westacott sees a chance to ‘start building relationships’ damaged by trade and human rights disputes

The Business Council of Australia has hailed the Albanese government’s “tremendous reset” with China ahead of a breakthrough meeting on Tuesday between the Australian prime minister and the Chinese president on the sidelines of the G20.

The BCA’s chief executive Jennifer Westacott told journalists on Monday night that Labor’s “huge foreign policy reset” with Indonesia and Pacific countries, and the “tremendous reset announced today with China”, was creating opportunity “for business to come in behind … and start building those business-to-business relationships”.

Family members of a former Russian prison inmate, who defected to Ukraine after being recruited by the Kremlin-linked private military group Wagner, have expressed “horror” over his apparent execution after a gruesome video emerged on Friday that showed him being repeatedly struck with a sledgehammer.

Australia news live: evacuation warnings as floods inundate inland NSW; half of Victorians expected to vote early

For the first time, Victorians do not need a reason to vote early. Follow the day’s news live

Andrews rules out deal with the Greens and Independents in event of minority government

Andrews was also asked what would happen if Labor finds itself in a minority government situation - will it do a deal with the Greens?

No deal will be offered and no deal will be done.

And independents - no deals with Independents?

No deal will be offered and no deal will be done.

So if you’re in a minority situation and you hold more seats than the Liberal Party, what happens? You go back to another election?

Well, I think what the best thing to do, and what happens, Michael, is we work hard for the next 13 days, we work hard to put a positive and optimistic plan out there, and we’ll see what the verdict of Victorian voters is. I’m arguing, I’m urging people to vote for a strong, stable majority Labor government, to vote for your local Labor candidate.

The new SEC – government-owned, not private for-profit, but government-owned electricity, so owned by every single Victorian – creates nearly 60,000 jobs – 6,000 of those will be apprentices. It will be 100% renewable electricity. These companies can’t be relied upon to replace themselves. They’ll just put another profit machine in place. We need to make sure that we’re looking after pensioners, we’re looking after families and, indeed, businesses. And without electricity, there is no economy, so we have to replace them. And we choose to replace them with a public option – a government-owned option. An option that’s owned by every single Victorian.

Nataša Pirc Musar expected to become Slovenia’s first female president

Exit polls put lawyer backed by centre-left government ahead of conservative rival Anže Logar in runoff vote

A liberal lawyer and former data privacy commissioner backed by Slovenia’s centre-left government is expected to become the country’s first female president after exit polls showed her beating her conservative rival in a runoff vote on Sunday.

With almost 90% of votes counted, Nataša Pirc Musar was in the lead on 54% of the vote, ahead of the conservative veteran Anže Logar on 46%. While both candidates had run as independents, they were backed by the centre-left and rightwing political blocs of the small eastern European country of 2 million, which has been a member of the EU for 15 years.

NT federal Labor MP says families need to be more accountable for youth crime

State proposal to take unsupervised children off Alice Springs streets a ‘Band-Aid solution’ that will fail, Marion Scrymgour says

Federal Labor MP Marion Scrymgour says a Northern Territory government plan to take unsupervised children off the streets at night is “putting a Band-Aid on the situation” and she is calling for traditional owners “to show leadership on the issue”.

Scrymgour has raised concerns about the proposal in which children undertaking “risky” behaviour in Alice Springs at night would be taken into custody for assessment, and removed from their families if they are found to be continuously unsupervised.

China eases some Covid rules amid growing discontent and economic pressure

Quarantine periods shortened by two days but Beijing government ‘will not waver’ from strict zero-Covid policy

China has eased some of its strict Covid rules in an apparent attempt to alleviate economic pressures and cool escalating discontent, though authorities insist their “war” against the pandemic remains unchanged.
