‘The American Is Out’: UN Migration Agency Snubs Trump’s Pick To Lead It

GENEVA (AP) — The U.N.’s migration agency snubbed the Trump administration’s candidate to lead it on Friday, a major blow to U.S. leadership of a body addressing one of the world’s most pressing issues — and only the second time that it won’t be run by an American since 1951.

Portuguese Socialist and former European Union commissioner Antonio Vitorino won a race to be the next director-general of the International Organization for Migration, edging out both a top IOM official and U.S. candidate Ken Isaacs, the body said in a statement.

Vitorino, 61, will become the group’s second director-general not from the U.S. since the intergovernmental organization was founded. He is a former EU commissioner for Home and Justice Affairs who has been President of the “Notre Europe” think tank for the last seven years, and is considered very close to U.N. Secretary-General Antonio Guterres, also a Portuguese Socialist early in his political career.

Isaacs was eliminated in early rounds of voting, and Vitorino won by acclamation over runner-up Laura Thompson of Costa Rica, currently an IOM deputy director-general who was vying to become the agency’s first woman chief.

The move marks a searing rejection of the U.S. candidate just as the Trump administration has been retreating from or rebuffing international institutions — including two others based in Geneva: Earlier this month, the United States pulled out of the U.N.’s Human Rights Council, and Trump has recently criticized the World Trade Organization as “unfair” to the U.S.

“Yet another sign that US power, authority and prestige has been so dramatically diminished,” tweeted Keith Harper, who was the Obama administration’s ambassador to the rights council. The “IOM Director is seen as an ‘American seat’ and Trump was unable to place an American in it.”

The U.S. State Department congratulated Vitorino, calling the vote “a very competitive election with three highly qualified candidates.”

“IOM is an important partner for the United States around the globe, and we are committed to working with IOM to address root causes of migration and to promote safe and legal migration,” it said in a statement.

Isaacs’ candidacy had been clouded by U.S. policies like travel bans and migrant family separations — and his own comments that critics have called anti-Muslim. But few diplomats streaming out of a Geneva conference center dared to offer an explanation about how an American was stripped of a post that the U.S. has held a lock-hold on for decades.

One, Senegalese diplomat Youssoupha Ndiaye, simply spoke of the early result: “The American is out.”

Vitorino, who was selected by the dues-paying, ballot-casting members among the 172 countries in the IOM, will succeed longtime U.S. diplomat William Lacy Swing, who leaves in September.

An intergovernmental body that became a U.N.-related agency in 2016, IOM has had only one director-general who wasn’t American since its creation 67 years ago.

But Mark Hetfield, a self-described friend of Isaacs who heads the humanitarian group HIAS, which works with IOM, put the blame on policies and invective from the man in the White House — not the candidate for the U.N. migration agency job.

“This IOM election really was not about Ken Isaacs, for whom I have a lot of respect as a humanitarian,” Hetfield said. “The election was an international referendum rejecting President Trump and his xenophobic, Islamophobic and isolationist policies.”

“Let’s face it, Isaacs’ tweets were no worse than the ones coming out of the White House,” he added.

The administration is fresh off major international scorn over the separation of migrant families coming across the Mexico border. The U.S. Supreme Court has also upheld his ban on U.S. travel for citizens of a number of countries, most of them predominantly Muslim.

Trump has also yanked the United States out of the Global Compact for Migration — a fact that several diplomats, who requested anonymity because they were not authorized to speak on the record about the balloting, cited as a worrying sign about U.S. policies on an issue that has vast implications around the world.

Isaacs himself had been on the defensive over retweets and other social media comments that some critics viewed as anti-Muslim, so much so that he shut down his Twitter account. After that, he carefully stage-managed his media appearances and kept to script — with State Department handlers advising him or in tow.

Isaacs, a vice president at the evangelical Christian humanitarian group Samaritan’s Purse led by Pastor Franklin Graham, met with dozens of government officials during his months-long bid — working diligently to put to rest suspicions and pointing to his track record in the field and as a manager.

Meeting with reporters in March, he said IOM’s work was “in my wheelhouse.”

IOM has over 10,000 staffers in offices in more than 150 countries. Its work includes providing humanitarian aid to migrants, and helping track deaths of migrants across often deadly Mediterranean waters between northern Africa. It also helps to resettle migrants accepted by foreign countries — and at times return them home.

After the voting, Isaacs said he had congratulated Vitorino after the “great race,” and said it was “an honor for me to run as a candidate for the United States and that’s all I have to say.” He did not take questions.

Playing in Isaacs’ favor, along with the legacy of U.S. leadership, was money: The United States is traditionally the single biggest donor to the IOM, followed closely by the European Union.

One diplomat said “the change is surprising,” before alluding to Trump: “Maybe he will get the message.”

Pence On Central American Immigrants: ‘The Exodus Must End’

GUATEMALA CITY (AP) — U.S. Vice President Mike Pence told the leaders of three Central American nations Thursday that they must do more to stop the flow of migrants who enter the United States illegally.

He made the comments to the presidents of Guatemala, Honduras and El Salvador, where economic struggles and violent crime have pushed many people to try to sneak into the U.S. in hopes of finding better lives.

“This exodus must end,” Pence said. “It is a threat to the security to the United States, and just as we respect your borders and your sovereignty, we insist that you respect ours.”

He said the Trump administration “will always welcome” immigrants who follow the rules in getting permission to enter the U.S.

“In the last year alone, we welcomed more than 1.1 million legal immigrants into our country and our communities, including nearly 50,000 legal immigrants from Guatemala, Honduras and El Salvador last year,” he said.

But, Pence added, the U.S. is determined to act strongly against those who don’t.
“Tell your people that coming to the United States illegally will only result in a hard journey and a harder life,” Pence said.

He spoke after discussing immigration issues with Presidents Jimmy Morales of Guatemala, Salvador Sanchez Ceren of El Salvador and Juan Orlando Hernandez of Honduras.

Referring to the U.S. policies that led to the separation of more than 2,000 children from their parents, many of them from Central America, Pence noted President Donald Trump has reversed that approach.

Sanchez Ceren of El Salvador said one of his ministers had confirmed that the minors in the shelters had their basic needs covered, but he emphasized that “it’s vital for their psychological health and their emotional health to reunite them immediately with their families.”

Earlier in the day, Pence was in Ecuador, whose leader he praised for improving relations with the U.S.

He also urged President Lenin Moreno to hold a firm line against neighboring Venezuela, which has been crumbling in economic and political crisis.

“The Ecuadorean people have shown remarkable compassion,” Pence said, noting that 350,000 Venezuelans have fled to Ecuador, a country of a little more than 16 million people. “We must all take strong action to restore democracy in Venezuela.”

Moreno said a solution to the Venezuela’s crisis is ultimately up to its own people, but added that he and Pence agreed to work together in coordination with the Organization of American States to promote citizen rights and fundamental freedoms throughout Latin America.

Winning back trade privileges rejected by Ecuador’s former president, Rafael Correa, were a central part of the talks for Moreno.

He was elected last year with Correa’s backing but has since broken with his mentor in adopting a more business- and press-friendly stance that has earned him bipartisan praise in Washington as something of a bridge builder in ideologically polarized Latin America.

Pence said relations have improved under Moreno’s leadership and noted their shared fight against international drug traffickers. He credited the new president with reversing a decade of failed policy and rooting out corruption.

During their private meeting, Pence raised the issue of Julian Assange, the WikiLeaks founder who Ecuador has granted asylum, U.S. officials said.

Assange, whose leak of classified U.S. documents infuriated U.S. government officials, has been a sticking point between the two nations. He has been living under asylum inside the Ecuadorean Embassy in London since 2012.

Pence and Moreno did not mention Assange in their public comments.

New unit to counter UAV created in Russia Federation

The Ministry of Defense of the Russian Federation announced the creation of a new unit designed to counter unmanned aerial vehicles (UAV), said unit will be established in the motorized rifle complex of the Central Military District, stationed in the Kemerovo region.

The new anti-UAV unit is formed within the 74th Motorized Fusiliers Brigade of the Kemerovo Oblast Guard.

The new unit, made up of 50 military personnel specialized in air defense and electronics systems, will use Borisoglebsk 2 as a base system, which is a multi-functional electronic warfare (EW) system mounted on a MT-LB armoured vehicle, developed by Sozvezdie during a period of six years, as of February 2015 has been manufactured and delivered by UIMC to the Russian armed forces. It is designed to interrupt communications and GPS systems by controlling four types of single-point interference units.

The main task of the anti-drone unit is the identification and neutralization of UAVs of various types. For its destruction, it will send the obtained information to the air defense units that will use portable anti-aircraft missile systems. This unit was created taking into account the combat experience obtained during anti-terrorist operations in the Syrian Arab Republic by the Russian army, it is expected that during the remainder of this year it will start its field tests reaching operational status in 2019.

New design of stealth tanker aircraft unveiled at conference in Atlanta

Guy Norris, a senior editor with Aviation Week & Space Technology, posted on its Twitter account the photo showing the new stealth tanker aircraft concept.

Guy Norris, wrote on Twitter that it is latest evolution of Air Force Research Laboratory stealthy tanker transport shows up at the American Institute of Aeronautics and Astronautics conference in Atlanta.

The 3D model of new stealth tanker is a concept demonstrator of new aircraft which are equipped with sophisticated stealth capabilities. The U.S. Air Force needed the special air-to-air refueling aircraft for stealthy missions.

In 2016,  Aviation Week reported that the U.S. Air Force Air Mobility Command recently announced the “KC-Z” program intended to develop a next-generation tanker aircraft—one that could fly into dangerous airspace to support strike fighters like the F-22 and F-35—by 2035.

At the moment there is no exact information about the project and about all the participants of the program.

Hungarian military orders 20 H145M military helicopters

The Hungarian Ministry of Defence has ordered 20 H145M military helicopters, according to announce by Airbus on 29 June.

The Hungarian Ministry of Defence has ordered 20 H145M military helicopters equipped with the innovative HForce weapon management in the frame of the military modernisation programme Zrinyi 2026. Together with the helicopters, Airbus will provide an extensive training and support package.

“We are honoured to be of service – once more – to the Hungarian Ministry of Defence whom we today welcome as a new customer for our H145M helicopters. With this new order, we are fostering our excellent and trustful relationship with the Hungarian Armed Forces after their acquisition of two A319 military troop transporters last year. Team Airbus is grateful for the continued trust and confidence that the Hungarian government has placed in our products”, said Tom Enders, Chief Executive Officer of Airbus.

With a maximum take-off weight of 3.7 tonnes, the H145M can be used for a wide range of tasks, including troop transport, utility, surveillance, air rescue, armed reconnaissance and medical evacuation. The Hungarian fleet will be equipped with a fast roping system, highperformance camera, fire support equipment, ballistic protection as well as an electronic countermeasures system to support the most demanding operational requirements. The HForce system, developed by Airbus Helicopters, will allow Hungary to equip and operate their aircraft with a large set of ballistic or guided air-to-ground and air-to-air weapons.

The H145M is a tried-and-tested light twin-engine helicopter that was first delivered in 2015 to the German Armed Forces and has since been ordered by Thailand and the Republic of Serbia. The programme’s maturity allows Airbus Helicopters to execute orders on cost and on schedule. Mission readiness of the H145Ms already in service is above 95 percent.

Powered by two Safran Arriel 2E engines, the H145M is equipped with full authority digital engine control (FADEC). In addition, the helicopter is equipped with the Helionix digital avionics suite which includes a high-performance 4-axis autopilot, increasing safety and reducing pilot workload. Its particularly low acoustic footprint makes the H145M the quietest helicopter in its class.

Turkey’s private defence company Nurol Makina (Nurol Machinery) has announced on the beginning of serial production of the new Yoruk 4×4 armoured vehicle.

The Nurol Makina held an official ceremony for its new first serial-production Yoruk 4×4 Light Armored Vehicle.

Yoruk 4×4 is designed for variety of missions, offers combat troops a range of capabilities ranging from carrying weapons systems to reconnaissance missions. The vehicle has V shaped monocoque body and indigenous chassis. Improvements that have been made in drive-train, make the vehicle extremely fast and maneuverable on a variety of conditions. Offering high protection at a lower weight brings unique superiority to the vehicle in combat areas against the most aggressive and asymmetric threats.

Yoruk, weighing in at eight tons was designed on a military chassis with a fully independent suspension, constant 4×4 drive, and an auto central tire inflation system.

Nurol Makina Business Development Manager Hakan Arısüt said, “We expect our armoured vehicles to serve our armed forces and to proudly proclaim our country in the best way by providing an opening to the outside of the country in this perspective.”

Also, the new vehicle was fitted with new SARP Stabilized Advanced Remote Weapon Platform developed by ASELSAN.

Russian Navy finally accepts R-30 Bulava intercontinental ballistic missile into service

Following fourteen years of testing, the Russian Navy finally accepted into service the D-30 missile system including R-30 Bulava intercontinental ballistic missile, according to a 29 June statement by the TASS news agency.

“The verification firing program, set by the military department, has been fully and successfully accomplished, the reliability of the Bulava has been proved, which removed all obstacles for the missile to be taken into service. The corresponding decision has been made, the necessary documents have been signed, ” reports TASS citing the source in the Russian military-industrial complex.

The submarine-based R-30 Bulava (NATO reporting name: SS-NX-30) is a Russian intercontinental ballistic missile making part of the D-30 launch system. The missile is designed to carry multiple warheads and has a range of around 9,500 kilometers.

The Bulava has an Astro-inertial guidance with a Russian GLONASS satellite navigation system update. It has a CEP of 350 m. This missile was designed to overcome air defenses. For this role, it carries an array of decoys. Furthermore, RVs are capable of in-flight maneuvering and re-targeting, in order to outmaneuver hostile air defenses.

TASS also noted that since 2005, about 30 test launches of the R-30 missile were carried out and about a third of them were accompanied by various technical problems. The last launch took place on May 22, 2018, when K-535 Yuri Dolgoruky submarine performed a successful salvo launch of four Bulava (SS-NX-32) intercontinental ballistic missiles (ICBM) from the White Sea.

U.S. Army chose DRS to supply mission equipment package for IM-SHORAD system

Leonardo DRS announced that the U.S. Army has chosen a company to supply mission equipment package for the Interim Maneuver-Short-Range Air Defense system (IM-SHORAD).

According to the announcement,  Leonardo DRS, Inc. has been down-selected by the U.S. Army, and will begin negotiations, to provide its mission equipment package  for the service’s accelerated Initial Maneuver Short-Range Air Defense (IM-SHORAD) effort. The mission equipment package includes kinetic and non-kinetic defeat capabilities and an on-board radar.

The Leonardo DRS system, when integrated on the Stryker A1 platform, will provide maneuver Brigade Combat Teams with a full “detect-identify-track-defeat” capability required to defeat UAS, rotary-wing and fixed-wing threats.

The system, developed by Leonardo DRS’s Land Systems business unit, integrates mature technologies from industry teammates and partners, including Moog’s Reconfigurable Integrated-weapons Platform (RIwP), Raytheon’s Stinger missiles and Rada’s Multi-mission Hemispheric Radar. The IM-SHORAD solution provides both hard and soft kill capabilities to the warfighter while minimizing impacts on the mobility of the Stryker.

According to Col. Chuck Worshim, program manager for cruise missile defense systems with the Army’s Program Executive Office Missiles and Space, General Dynamics Land Systems — which produces the Stryker — will be the platform integrator for the IM-SHORAD system.

BAE Systems wins contract for nine Future Frigates for the Royal Australian Navy

The Royal Australian Navy has selected BAE Systems for the design, build and support of Future Frigates.

According to the Australian Government’s announcement, BAE Systems has won the $35 billion contract to build Australia’s fleet of new navy frigates.

The Global Combat Ship – Australia is based on BAE Systems’ Type 26 frigate, one of the world’s most advanced anti-submarine warships, which the Company is currently constructing in Glasgow for the Royal Navy. Once contracted, the new ships, to be called the Hunter class, will be built in South Australia by an Australian workforce, using Australian suppliers from every state and territory.

The project is expected to create and sustain at least 5,000 highly skilled jobs, providing a significant contribution to the development of Australia’s continuous naval shipbuilding capability and a boost to the nation’s manufacturing industry.

BAE Systems Chief Executive, Charles Woodburn, said: “BAE Systems’ selection as preferred tenderer for SEA 5000 reinforces our position as a leading designer and builder of complex maritime platforms. I am proud that our world class anti-submarine warfare design and our approach to transferring technology and skills to the nations in which we work is expected to contribute to the development of an enduring world-class naval shipbuilding industry in Australia.”

BAE Systems Australia Chief Executive, Gabby Costigan, said: “Construction of the Global Combat Ship – Australia is expected to make a significant contribution to the nation’s economy, creating thousands of jobs, supporting new industries and boosting the national supply chain for decades to come. We are committed to creating a strong, sustainable and innovative naval shipbuilding industry that will see highly skilled Australians building and sustaining warships for the Royal Australian Navy.

“We are proud to have been selected as preferred tenderer to provide the Royal Australian Navy with a world-class ship, equipped with the latest technologies and designed specifically to meet its needs. The Global Combat Ship – Australia will help protect our shipping lanes and regional trade routes, serve humanitarian missions and provide the nation with a formidable naval capability.”
The company will soon commence negotiations with Australia’s Department of Defence on the initial design part of the contract, which is expected to be in place by the year end, with production expected to commence in 2020.

Russian Aerospace Defence Forces receives 5th generation radars

Russian Aerospace Defence Forces have received the new 59NE Protivnik-GE 3D decimetric band track data processing radar, said Russian defense ministry press service.

According to the Russian defense minister’s press service, the 5th generation 59NE Protivnik-GE universal mobile three-coordinate radar station has been introduced in air defence units in the Samara region.

“The radar is designed to control the space, detect air targets, determine their high-resolution coordinates (azimuth, distance, altitude), speeds and flight trajectories at long ranges and high altitudes. The station is able to operate under conditions of intense radio interference when being part of automated air defence control systems, rapid reaction forces and air traffic control systems,” the Defense Ministry’s press-service has said.

In conditions of intense radio interference, the radar is able to give information simultaneously for guiding fighters and targeting anti-aircraft missile battalions without additional refinements. The airspace viewing height is up to several hundred kilometres.

The 59NE Protivnik-GE radar can operate under any climatic conditions and can be transported by road (roads of any category), rail, air, and water. It can be deployed on an unorganized site.

According to DoD, the Boeing Co., St. Louis, Missouri, is awarded a $1,504,995,240 fixed-price-incentive-firm contract that provides for the production and delivery of 22 F/A-18E and six F/A-18F Super Hornets in support of the government of Kuwait.

The future Kuwaiti Air Force (KAF) aircraft are expected to be completed in January 2021.

The combat-proven Super Hornet has the capability, flexibility and performance necessary to modernize the air or naval aviation forces of any country. Two versions of the Super Hornet – the single-seat E model and the two-seat F model – are able to perform virtually every mission in the tactical spectrum, including air superiority, day/night strike with precision-guided weapons, fighter escort, close air support, suppression of enemy air defenses, maritime strike, reconnaissance, forward air control and tanker missions.

According to the Defense News, the U.S. State Department approved the Super Hornet sale to Kuwait in November 2016. At the time, Kuwait was considering a purchase of up to 40 aircraft to replace its current fleet of legacy Hornets, and the department estimated the sale could rack up a value of up to $10.1 billion.
